PhilMech Regional Technology Management and Demonstration Center launched

On May 29, 2019, the launching of the PhilMech Regional Technology Management and Demonstration Center (PRTMDC) was held at the DA–Abuyog Experimental Station in Brgy. Balinsasayao, Abuyog, Leyte.  The Center is just one of three (3) provincial facilities established by PhilMech to enable farmers in outlying areas to avail of the agency’s services.  The other two are located in Bicol and Davao Regions.

PRTMDC has basically four (4) intrinsic functions, namely:  training and learning site, information shop, demonstration venue, and business and farm advisory hub.

The event was attended by farmer-leaders, employees and staff of DA–Regional Field Office 8 and DA–AES, representatives of cooperating government agencies, students from agricultural schools and colleges in Leyte rendering practicum work at the station, Abuyog LGU officials, and community residents.

During the Opening Program, Sangguniang Panlalawigan Member Emmanuel Gacis of the 5th District, Leyte delivered the Welcome Remarks in behalf of Governor Leopoldo Dominico L. Petilla.  He said that Agricultural Extension Workers (AEWs) and especially the farmers will be considerably benefited by the facility because of the information and technology that will be disseminated to them.  The province’s Leyte Economic Program (LEP) will closely collaborate with the center for integration and innovation to be able to serve more farmer-clients in the province, he added.

In his Opening Remarks and Overview of the Center, PhilMech Deputy Executive Director Raul Paz acknowledged the contribution of DA–RFO 8, ATI 8, PhilFIDA 8, and DOST 8 in setting up the PRTMDC.  He informed the group that PhilMech is the agency that invents, develops, and fabricates farm machineries/equipment for farm mechanization. 

Dr. Rodolfo P. Estigoy, ACD Chief, for his part, invited manufacturers of machineries in Region 8 to register with PhilMech so they can be accredited as fabricator of said equipment for local distribution to farmers at affordable cost.

Farmer-Director Inocencio Morallos gave the Keynote Message in lieu of DA Sec. Emmanuel F. Pinol.  He highlighted the importance of the Center in view of the fact that Region 8 is one of the poorest regions in the country.  According to him, this is also the reason why SAAD Program, a poverty alleviation program for farmers, has been implemented in the region since 2016.  He also talked about RA 11203, more popularly known as the Rice Tariffication Act, which aims to augment the supply of rice through importation, equating its lack thereof as direct consequence of climate change.

The participants then proceeded to the Center where a ribbon-cutting ceremony was held to formally open it.  Next, a demo of PhilMech-generated mechanization technologies for a number of equipment/machineries was conducted.  Among them were the brown rice mill, corn mill, rubber–type coffee huller, cacao bean cutter, wooden and stainless fermentary box (food grade), moisture meter, whole cashew nut sheller, etc.

Finally, the Center has been established to reach out and spread the message of farm mechanization through different farm mechanization technologies.  “We believe that farmers need all the government assistance they can get.  We will reach out to you.  If you can’t come, we will be the one to go to your place,” the PhilMech official pointed out.  (MICHAEL F.
