DA, LGUs gear up for RCEF implementation

After series of consultations with various stakeholders, concerned agencies are now preparing for the implementation of the Rice Competitiveness Enhancement Fund (RCEF) in the region. This was learned during the ongoing Target Setting on Palay Production cum RCEF Meeting on August 27-28, 2019 at Hotel Rodolfo, Tacloban City.

It may be recalled that upon the enactment of RA 11203, otherwise known as Rice Tarrification Law early this year, it gave birth to RCEF or Rice Fund wherein tariff revenues from rice import will be used for the implementation of its four components. These are rice farm machineries and equipment; rice seed development, propagation and promotion; expanded rice credit assistance; and rice extension service.

Dr. Andrew Rodolfo T. Orais, DA RFO 8’s Field Operations Division Chief, represented OIC Regional Executive Director, Milo D. Delos Reyes. In his message, he reiterated the ‘new thinking’ strategy espoused by the newly appointed DA Secretary William D. Dar. “If the four components of RCEF will be implemented efficiently, our farmers will be at par with our neighboring countries,” Dr. Orais enthused.

Meantime, Mr. Glenn C. De Peralta, RCEF Focal of Philippine Rice Research Institute (PhilRice) Bicol presented the RCEF Seed Program Implementing Guidelines. The program will initially cover 57 provinces nationwide with an annual area planted larger than 100 hectares. This include Leyte, Southern Leyte, Biliran and Samar for Region 8.  Mr. De Peralta also emphasized that the beneficiaries are rice farmers and farm workers listed in the Registry System for Basic Sectors in Agriculture (RSBSA), and associations accredited by the DA, as specified in the law.

For the mechanization component, Engr. Dimple Durias of the Philippine Center for Postharvest Development and Mechanization (PhilMech) shared that initially, 93 validated farmers associations in the region will be provided support in terms of mechanization.

Municipal Agriculturists/Technicians from the provinces of Leyte and Biliran participated in the said event and embarked on a strategic planning workshop in the cascading of seed and machinery allocation in preparation for the RCEF implementation.  (RUBY Q.
