“Yamang Lupa” paper adjudged outstanding development study at RDE Symposium

The 3rd joint Visayas Consortium for Agriculture, Aquatic & Natural Resources Program – Regional Research and Development/Extension Network (ViCARP-RRDEN) RDE Symposium & 1st Regional Philippine Association of Research Managers (PhilARM) Convention was held at RDE Hall, Visayas State University (VSU), Visca, Baybay City on November 26-27, 2019. 

Attended by 173 professionals from national government agencies,  local government units, and the academe, this annual event presented best papers chosen at the inter-agency level from clusters 1-3 to compete with other completed papers/posters coming from state universities and colleges (SUCs), government institutions, and LGUs throughout Region 8 that have conducted RDE studies/projects.

Ms. Marita A. Carlos, Head, Applied Communication Division of PCAARRD delivered the Keynote Speech.  She was also the Chairman of the panel of evaluators.  In her talk, she elaborated on the programs/projects offered by the Department of Science & Technology (DOST), such as the S4C, or Science for Change Program, NICER, Balik–Scientists (RA 1105), graduate scholarships, etc.  In essence, she urged everyone present to become agents of change and strive for excellence in agri-aqua R&D.

There were 11 papers presented:  four in the basic research category, three were applied researches, two belonged to the socioeconomic research category, and two in the development studies category.  In the poster category, 23 entries were submitted for judging.

The DA – Regional Field Office 8 copped the top prize in the development studies category, with the project, Yamang Lupa Program:  Adoption of Bhoochetana Principles and Approaches for Natural Resources Management towards Sustainable Agriculture in Samar by Leonarda A. Londina, et.al. (DA-RFO 8)

On the 2nd day of the event, Dr. Ronald Orale, Vice President for RDE of Samar State University presented his plenary paper entitled, “Transforming a Tech-Voc–oriented College into a University:  The SSU Model.”

Another highlight of the occasion was the conduct of the 1st Regional Philippine Association of Research Managers (PhilARM) Convention.  Dr. Elvira C. Torres, DA–RFO 8’s Assistant Regional Director for Research & Regulations and concurrently National BOD and Regional President of PhilARM, enlightened and gave updates about the association – its history, plans, and ways forward, while Dr. Leonarda A. Londina, Chief, Research Division of the regional agriculture agency, outlined some pointers on “How to Prepare a Research Management Paper.”

At the organizational meeting presided by Dr. Torres, twelve professionals from different agencies were nominated and subsequently elected to the Board of Directors.  The newly-elected board members then took their oath of office, after which, the newly-registered members were likewise inducted to PhilARM.

Dr. Othello B. Capuno, Director of ViCARP, gave the Closing Remarks where he acknowledged the efforts of the organizers and support staff who contributed substantially to make the affair a success, and urged the attendees to join again in next year’s symposium.  (MICHAEL M. DABUET)
